Costain came top with a score of 139.7 out of a theoretical maximum of 180, beating 20 other companies to the top spot.

Enterprise Mouchel ranked second, with a score of 138.0.

Galliford Try Infrastructure came bottom of the list, scoring just 69.3, with Interserve Project Services second bottom with 70.7. For the full list, see below.

Costain was commended for how well it matched the agency鈥檚 strategic direction in its role as network operator on England鈥檚 motorways and major trunk roads. 鈥淐ostain can be very pleased with its performance, as evidenced through its recent StART assessment,鈥 said Highways Agency head of supply chain management. David O鈥橬eil.

鈥淭he performance is a positive indication on how well engaged and aligned the Company is around the key drivers identified in the HA strategic plan and procurement strategy. The agency looks forward to seeing Costain continuing to demonstrate, and indeed develop further, this level of performance through delivery of its current contracts and in responding to future challenges as a key supplier to the Highways Agency,鈥 Mr O鈥橬eil said.

The strategic alignment review toolkit, or StART, was developed in partnership with representatives of the construction and maintenance industry and will be used alongside past performance in short listing applicants for asset support contracts and major projects schemes, said Mr O鈥橬eil.

He聽said that the examination of suppliers was moved from a broader assessment of supplier capability, as the previous capability assessment toolkit (CAT) had done, to a focused assessment in a few critical areas.

The assessments reviewed how well the agency鈥檚 suppliers, which include the biggest names in highways maintenance in the UK, were aligned in each of five key areas 鈥 leadership, supply chain, cost, inclusion and sustainability.

The Highways Agency said that聽Costain demonstrated an ability to engage effectively with the Highways Agency, Department of Transport, Infrastructure UK and its peers, in order to support and influence the development of the industry.

Costain was also commended for its strong leadership which the agency said enabled the 鈥渆ffective translation of ideas into action鈥 with a 鈥渟trong focus on innovation, being responsive to customer鈥檚 needs and talent development,鈥 as well as an ability to shape the national agenda.

Commenting on the result, Costain highways director Tim Bowen said: 鈥淲e are delighted to have been recognised as a key supplier by the Highways Agency. We work very closely with our customers in order to reach the best outcome, and I think our inclusiveness in how we work was probably the biggest differentiator here.鈥
