Demolition, including a specialist archaeological assessment, is expected to take five weeks.
The new development is an entertainment and leisure venue for Cheshire West and Chester Council.
Subject to planning permission, the new development will have a swimming pool, gym and a multi-purpose theatre. It will also feature a conference venue, community spaces and a caf茅 and bar.
The project is being funded by the council, in partnership with the Weaver Valley Partnership Board, and managed by its capital delivery team.
The removal of asbestos from the court building began in January is expected to be completed by mid-March, allowing demolition to begin.
